Rules of Use of VTC.World Website and Services
The administration of VTC.World provides access to the Website (hereinafter, the Site) and VTC.World's Services under the conditions outlined in these Rules for Use of the VTC.World Website and Services (hereinafter, the Rules).
We encourage you to carefully review these Rules, which are considered a public offer in accordance with Article 437 of the Civil Code of the Russian Federation.
1. Terms and Definitions in These Rules
1.1. The VTC.World Website (hereinafter, the Website) is a service called «VTC.World,» available on the Internet at
https://vtc.world. This includes all levels of the VTC.World domain, affiliated sites active as of the acceptance date of these Rules by the User, and sites implemented over the validity period of the Services. It is accessible to Users via the site's web version, mobile version, applications, or other resources. The Website is a form of intellectual property as a software program and consists of data and software presented in audiovisual displays (including graphics and user interface elements).
1.2. VTC.World Services (hereinafter, the Services) refer to the VTC.World Site and its associated software, operating as of the acceptance date of these Rules by the User and throughout the entire validity period of VTC.World's services.
1.3. Administration of VTC.World (hereinafter, the Administration) refers to users with different levels of authority who manage and maintain order on VTC.World sites and services.
1.4. User of the Website and Services refers to a natural person registered on the Website per the procedure defined in these Rules, who has reached the required age under Russian Federation law for the acceptance of these Rules and holds the appropriate authority (hereinafter, the User).
2. Registration on the VTC.World Site and User Status
2.1. User registration on the Website is free, voluntary, and is completed at
https://vtc.world/register/
2.2. The User is an individual registered on the Website per these Rules, who meets the age requirements under Russian law and has the appropriate authority. It is also possible for an individual to register on behalf of another person, provided proper authorization has been obtained under the laws of the Russian Federation.
2.3. During registration, the User must provide accurate and up-to-date information to create their personal page on the Site, including a unique login and password. The Site's registration form may request additional information.
2.4. The User is responsible for the accuracy, relevance, and completeness of the information provided during registration, as well as for ensuring it complies with Russian law and does not infringe on
third-party claims.
2.5. By registering, the User agrees to these Rules and assumes the rights and obligations associated with the use and operation of the Website and Services. The User also consents to receive electronic messages and informational mailings from the Site Administration and/or
third-party services, including promotional content from the Site Administration's partners.
2.6. Following successful registration, the Administration assumes the rights and obligations to the User as specified in these Rules.
2.7. Processing of personal data of the User is carried out in compliance with Russian Federation laws. The Administration processes this data to provide access to Website functionality and Services.
2.8. The User's login and password are required for access to the Website and Services. The User must keep these credentials secure and is responsible for their safekeeping. The User may opt to allow their devices to store the login and password for automatic Website authorization.
2.9. Unless the User can prove otherwise, actions performed with their login and password are carried out by the User. In case of unauthorized access to their login and password and/or personal page, the User should immediately notify the Administration.
2.10. As the owner of information on their personal page, the User understands that except as provided by these Rules and Russian law, the Administration does not participate in controlling content or regulating access to it by other Users. By posting information on their page, including personal data, the User acknowledges that such information may be accessible to other internet users due to the Site and Services' structure.
3. User Obligations
3.1. When using the Website and Services, the User must:
Comply with Russian law, these Rules, and other special documents issued by the Administration;
Provide accurate, complete, and up-to-date information during registration and keep it updated;
Report any unauthorized access to their personal page or misuse of their login and password to the Administration;
Avoid allowing access to others that may lead to legal or rule violations;
Not post or link to content that could infringe on the rights or interests of others;
Protect and not disclose others' personal data or
privacy-related information without consent.
3.2. The User is not permitted to:
3.2.1. Register on behalf of another person, create duplicate accounts, or misrepresent their identity;
3.2.2. Mislead others by impersonating another User or the Administration;
3.2.3. Provide false information about themselves or their age;
3.2.4. Publish or link to any content that:
-Threatens, defames, offends, or harms the reputation or privacy of other Users or third parties;
— violates minors' rights;
— is vulgar, obscene, or contains pornographic content or scenes involving minors;
— depicts cruelty toward animals;
— encourages suicide;
— promotes hate, fascism, or racial supremacy;
— contains extremist material;
— promotes criminal activities;
— includes restricted information or trade secrets;
— promotes drug use or contains illegal advice;
— could lead to unlawful actions by misleading or manipulating others;
— violates any other legal rights or interests of users or third parties.
3.2.5. Illegally use or distribute intellectual property of other Users or third parties;
3.2.6. Engage in activities disrupting the Website's normal operations;
3.2.7. Use or distribute malicious software intended to hack/alter the functioning of other programs/processes or publish information, instructions or knowledge about such programs;
3.2.8. Use scripts or bots without the Administration's permission;
3.2.9. Attempt unauthorized access to other User accounts;
3.2.10. Illegally collect personal data of other Users;
3.2.11. Post any other content deemed inappropriate by the Administration;
3.2.12. Place unauthorized commercial or political advertising.
4. Intellectual Property Protection
4.1. All content on the Website and Services is the intellectual property of the Administration, Users, and other rights holders and is protected accordingly.
4.2. Unless otherwise provided in these Rules or Russian law, the content cannot be copied, processed, distributed, or otherwise used without prior permission from the rights holder.
4.3. By posting content they own, the User grants others a limited license to view, copy, and use the content solely for personal
non-commercial purposes, provided this use does not harm the rights of the rights holder.
4.4. The User grants the Administration a perpetual, worldwide,
non-exclusive right to use the content posted on the Website for Site functionality, promotional materials, and advertisements. Deletion of the Content by the User does not entail the need to remove from circulation promotional materials, advertising and/or other information of the Administration, where the User's previously posted content was used.
4.5. The User is personally responsible for any content they post on the Website and Services.
4.6. The Administration reserves the right to delete, move without notice any Content at its own discretion, which in the opinion of the Administration violates these Rules, the legislation of the Russian Federation and/or other legal documents published by the Administration and regulating the work of the Site and Services.
4.7. References or manuals for downloading files and/or installing third party programs posted on the Site and Services do not mean support or approval of these actions on the part of the Administration.
5. Responsibility in Using the Site and Services
5.1. Users bear responsibility for their actions and the content they post in accordance with Russian law. Violations of these Rules or the law may lead to civil, administrative, or criminal liability.
5.2. The Administration provides the technical means for using the Website and Services but is not responsible for the actions of any individuals on the Website.
5.3. The Administration reserves the right to modify the Site's design, functionality, or other elements as it sees fit.
5.4. The Administration may block or delete content violating these Rules and restrict a User's access to the Website as necessary.
5.5. The Administration will work to ensure the Site and Services function effectively but is not responsible for temporary technical failures.
5.6. The Administration may send Users updates about Website and Services developments.
5.7. THE WEBSITE AND SERVICES, THEIR FUNCTIONALITY, INCLUDING ALL SCRIPTS, APPLICATIONS, CONTENT AND DESIGN ARE DELIVERED «AS IS». THE ADMINISTRATION DISCLAIMS ANY WARRANTY THAT THE FUNCTIONALITY OF THE SITE OR SERVICES MAY OR MAY NOT BE SUITABLE FOR A PARTICULAR PURPOSE. THE ADMINISTRATION CANNOT GUARANTEE AND DOES NOT PROMISE ANY SPECIFIC RESULTS FROM THE USE OF THE SITE AND SERVICES AND/OR THEIR FUNCTIONALITY;
5.8. BY USING THE SITE AND SERVICES, THE USER AGREES THAT DOWNLOADING ANY MATERIALS FROM THE SITE AND SERVICES OR USING THEM, HE DOES SO AT HIS OWN RISK AND IS PERSONALLY RESPONSIBLE FOR THE POSSIBLE CONSEQUENCES OF THE USE OF THESE MATERIALS, INCLUDING FOR DAMAGE THAT MAY BE CAUSED TO THE USER'S COMPUTER OR THIRD PARTIES, FOR LOSS OF DATA OR ANY OTHER DAMAGE;
5.9. UNDER NO CIRCUMSTANCES SHALL THE ADMINISTRATION OR ITS REPRESENTATIVES BE LIABLE TO THE USER OR TO ANY THIRD PARTY FOR ANY INDIRECT, ACCIDENTAL, UNINTENTIONAL DAMAGE, INCLUDING LOSS OF PROFIT OR LOST DATA, DAMAGE TO HONOR, DIGNITY OR BUSINESS REPUTATION, CAUSED BY THE USE OF THE SITE AND SERVICES, CONTENT OF THE SITE AND / OR SERVICES, OR OTHER MATERIALS TO WHICH YOU OR OTHERS HAVE GAINED ACCESS THROUGH THE SITE AND SERVICES, EVEN IF THE ADMINISTRATION HAS WARNED OR POINTED TO THE POSSIBILITY OF SUCH DAMAGE.
6. Final Provisions
6.1. These Rules constitute an agreement between the User and the Administration regarding the use of the Website and Services and their functionality.
6.2. These Rules are governed and interpreted in accordance with the legislation of the Russian Federation. Unregulated issues will be resolved in accordance with the laws of the Russian Federation.
6.3. In the event of any disputes or disagreements related to the execution of these Rules, the User and the Administration shall make every effort to resolve them through negotiations. If the disputes are not resolved through negotiations, they shall be settled in accordance with the procedure established by the current legislation of the Russian Federation.
6.4. These Rules come into force for the User upon their registration and are valid for an indefinite period of time.
6.5. These Rules are drawn up in the Russian language and may be provided to the User for review in another language. In the event of discrepancies between the Russian version of the Rules and the version of the Rules in another language, the provisions of the Russian version of these Rules shall prevail.
6.6. The Administration reserves the right to make changes to these Rules with or without prior notice to the Users.
6.7. If, for any reason, one or more of the provisions of these Rules are found to be invalid or unenforceable, the validity or applicability of the remaining provisions shall not be affected.
